NOTICE OF SCHOOL DISTRICT MEETING

NOTICE IS HEREBY GIVEN, that the election of the members of the Board of Education of this District and the vote upon the appropriation of the necessary funds to meet the estimated expenditures and authorizing the levy of taxes shall be held on Tuesday, May 17, 2022 between the hours of 6:00 A.M. and 9:00 P.M. (Prevailing Time), at the following voting places: (1) Riley Avenue Elementary School, 374 Riley Avenue, Calverton, New York, for those persons residing in Election District No. 1; (2) Phillips Avenue Elementary School, 141 Phillips Avenue, New York, for those persons residing in Election District No. 2; (3) Roanoke Avenue Elementary School, 549 Roanoke Avenue, Riverhead, New York, for persons residing in Election District No. 3; and (4) Aquebogue Elementary School, 499 Main Road, Aquebogue, New York, for those persons residing in Election District No. 4, as herein prescribed.

NOTICE IS FURTHER GIVEN, that a Real Property Tax Exemption Report prepared in accordance with Section 495 of the Real Property Tax Law will be annexed to any tentative/preliminary budget as well as the final adopted budget of which it will form a part, and shall be posted on the District bulletin board(s) maintained for public notices, as well as on the District’s website.

NOTICE IS FURTHER GIVEN, pursuant to Education Law section 1716, there will be a budget hearing in lieu of the District’s annual meeting, for the purpose of discussion of the expenditure of funds and the budgeting thereof, which will be held in the cafeteria of the Riverhead High School, 700 Harrison Avenue, Riverhead, New York, on May, 10 2022 at 7:00 P.M. (Prevailing Time).

NOTICE IS FURTHER GIVEN, that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes, exclusive of public monies, may be obtained by any taxpayer in the district during the fourteen days immediately preceding May 17, 2022, except Saturday, Sunday or holiday, between the hours of 8:15 A.M. and 3:15 P.M. (Prevailing Time) at the Principal’s Office of each schoolhouse in the District, and at the District Clerk’s Office, and at the place and time of the vote thereon.

Petitions nominating candidates for the office of Member of the Board of Education must be filed with the Clerk of the District by no later than 5:00 P.M. (Prevailing Time) on April 18, 2022. The vacancies to be filled on the Board of Education are as follows:

For two vacancies the terms of which are:

Commencing July 1, 2022 – June 30, 2025

Commencing July 1, 2022 – June 30, 2025

The candidates receiving the highest and second highest number of votes shall be deemed elected for the terms stated.

Each petition shall be directed to the Clerk of the School District shall be signed by at least sixty-nine (69) qualified voters of the District, shall state the residence of each signer and the name and residence of the candidate.

NOTICE IS HEREBY FURTHER GIVEN, that pursuant to Section 352 of the Election Law, any person, otherwise qualified to vote, who is currently registered to vote in an election district for the County of Suffolk of part thereof whose boundaries lie within this school district, will be entitled to vote without further registration.

Unless a person is entitled to vote by virtue of such registration in an election district or part thereof whose boundaries lie within this School District whose name does not appear on the register of the District, pursuant to Section 2014 of the Education Law, personal registration of voters is required, and no person shall be entitled to vote at the meeting of the District whose name does not appear on the register of the District.

The Board of Registration of said School District will meet in the District Office Meeting Room, 700 Osborn Avenue, Riverhead, New York, between the hours of 8:15 a.m. and 4:00 p.m. prevailing time, Monday through Friday, up to and including May 10, 2022, at which said place and times said Board of Registration will prepare the register of the said School District and any person shall have his name placed on said register who presents himself personally to said Board, provided that at such meeting of the Board of Registration he is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at said District meeting or election for which such register is prepared. The register so prepared shall also include all persons who shall have presented themselves personally for registration in accordance therewith, and all persons who shall have been previously registered hereunder for any annual or special meeting or election, and who shall have voted at any annual or special meeting or any election held or conducted at any time within four calendar years prior to the preparation of the register.

The register shall be filed in the District Office Meeting Room located at 700 Osborn Avenue, Riverhead, New York, in said School District, and such register will be open for inspection by any qualified voter of said District between the hours of 9:00 a.m. and 3:00 p.m., prevailing time on each of the five days prior to and the date set for said Special District Meeting, except on Saturday, May 14, 2022 when it will be available for inspection by prior appointment between the hours of 11:00 a.m. and 12:00 noon, and on Sunday, May 15, 2022.

NOTICE IS ALSO GIVEN that the Board of Registration shall meet during the hours of voting on May 17, 2022 for the purpose of preparing a register for meetings or elections held subsequent to such election, and any person shall have his name placed on said register who presents himself personally to said Board and is qualified as a school district elector.

NOTICE IS FURTHER GIVEN that the following Proposition in substantially the following form shall be presented to the qualified voters of the District at such Annual District Meeting and Election:

PROPOSITION II

Shall the Board of Education of the Riverhead Central School District be authorized to expend a sum not to exceed $56,000.00 from the “Cafeteria Capital Reserve Fund” established on May 15, 2018 for the following purpose(s): installation of a walk-in refrigerator at Phillips Avenue School by converting within space that is currently a single bathroom; two warming cabinets at the High School and two Milk Chests at Riley Avenue School.

The Cafeteria Capital Reserve is funded from surplus money generated by the Cafeteria program and not taxpayer dollars. Since the funds to be expended hereunder are from the Cafeteria Capital Reserve Funds, approval of this proposition will not require a tax levy upon the real property of the district.

NOTICE IS FURTHER GIVEN that applications for absentee ballots may be applied for at the Office of the District Clerk of the Riverhead Central School District. An application for an absentee ballot must be received by the District Clerk no earlier than thirty (30) days before the vote. An application for an absentee ballot on the form prescribed by Section 2018-a of the Education Law must be received by the District Clerk at least seven (7) days before the vote if the ballot is to be mailed to the voter, or the day before the vote if it is to be delivered personally to the voter or his/her designated agent. Upon receiving a timely application for a mailed absentee ballot, the District Clerk will mail the ballot to the address designated on the application by no later than six (6) days before the vote.

A list of all persons to whom absentee ballots shall have been issued will be available in the Office of the District Clerk between the hours of 8:15 a.m. and 4:00 p.m., prevailing time, on each of the five (5) days prior to the day of the vote except Saturday and Sunday. No absentee voter’s ballot shall be canvassed unless it shall have been received in the Office of the District Clerk by 5:00 p.m. on the date of the vote.

NOTICE IS FURTHER GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the school district. Military voters who are qualified voters of the school district may submit an application for a military ballot. Military voters may designate a preference to receive a military voter registration, military ballot application or military ballot by mail, facsimile transmission or electronic mail in their request for such registration, ballot application or ballot. Military voter registration and application forms must be received in the Office of the District Clerk no later than 5:00 p.m. on April 21, 2022. No military ballot will be canvassed unless it is returned by mail or in person and (1) received in the Office of the District Clerk before the close of the polls on the day of the vote and showing a cancellation mark of the United States postal service or a foreign country’s postal service, or showing a dated endorsement of receipt by another agency of the United States government; or (2) received by the Office of the District Clerk by no later than 5:00 p.m. on the day of the vote and signed and dated by the military voter and one witness thereto, with a date which is associated be not later than the day before the vote.

PLEASE TAKE FURTHER NOTICE that descriptions of the boundaries of the election districts designated by the Board of Education by resolution duly adopted at a meeting on July 19, 2011, together with a map of the District, are on file and available for inspection by any qualified voter in the office of the District Clerk at 700 Osborn Avenue, Riverhead, New York during regular business hours, and that said election district and the respective schools in each where voting herein provided shall take place are generally described as follows:

ELECTION DISTRICT NO. 1

Place of Voting – Riley Avenue Elementary School, 374 Riley Avenue, Calverton, New York
Election District No. 1 comprises the areas of the District serviced by the Riley Avenue Elementary School.

ELECTION DISTRICT NO. 2

Place of Voting – Phillips Avenue Elementary School, 141 Phillips Avenue, Riverhead, New York
Election District No. 2 comprises the areas of the District serviced by the Phillips Avenue Elementary School.

ELECTION DISTRICT NO. 3

Place of Voting – Roanoke Avenue Elementary School, 549 Roanoke Avenue, Riverhead, New York
Election District No. 3 comprises the areas of the District serviced by the Roanoke Avenue Elementary School.
