The combination of air temperatures dropping to or below freezing and residual ground moisture will result in black ice formation on untreated surfaces. This is even occurring with temperatures a few degrees above freezing as the ground remains cold.
If you need to drive be very cautious and slow down as road conditions can change quickly. If the surface looks wet assume it is icy. Be extra careful on bridges and other elevated surfaces as they tend to be colder. In addition, parking lots and sidewalks will be icy if not treated.
