Public Notice – Town of Riverhead – solid waste removal law amendment

TOWN OF RIVERHEAD
PUBLIC NOTICE

PLEASE TAKE NOTICE, that a public hearing will be held on the 19th day of
November, 2019 at 6:05 p.m. at Riverhead Town Hall, 200 Howell Avenue, Riverhead, New York, to consider a proposed local law to amend Chapter 273 of the Riverhead Town Code entitled, “Solid Waste” as follows:

Chapter 273. Solid Waste
Article II. Solid Waste Generated at Residences Located Within Solid Waste District
§ 273-6 Times for placement and collection; removal; storage.

The Town Board of the Town of Riverhead or the Superintendent of the Sanitation Department shall designate times for the removal of garbage and refuse from the streets of the Town. The Sanitation Department shall post the schedule for pick up days for household trash, bulk/yard waste and recyclables on the Town’s website as the pickup days vary for each of the above categories of solid waste (i.e. white goods vs paper) and the pickup days vary from sub-district to sub-district.

All garbage and refuse, bulk/yard waste, and recyclables described in 273-3 and 2735(D), to be collected, except that in portable transfer containers, bundled pursuant to 273-5(D), or bulk/white goods, shall be placed at the curb, but in no event shall refuse for collection be placed at the curb before 12:00 p.m. of the day preceding the scheduled collection day as set forth in 273-6(A) above.
All containers shall be removed from the curbline or pavement line by the owner or occupant of premises before 11:00 p.m. in the evening of the day on which collection is made from the premises.

All garbage and refuse containers, except portable transfer containers, shall be stored in such fashion as to be screened from public view and, to the extent applicable, subject to conditions, restrictions or covenants recorded pursuant to site plan approval.

All recycling containers shall be placed at the curbline or pavement line at the dates and times as may be specified by the Sanitation Superintendent or the Town Board of the Town of Riverhead.

§ 273-8 Source separation of recyclable materials.

Owners and occupiers of all properties within the district shall be required to sourceseparate recyclable materials from municipal solid waste. Recyclable materials shall not be commingled with other solid waste during collection, transportation or storage following collection.

Recyclable materials shall be placed at the curbline or pavement line as set forth in 273-6 (A) and (B). at the same time as regular weekly refuse in designated containers as determined by the Town of Riverhead. Note, the pick-up for recyclables alternates weekly between co-mingled and paper/cardboard. Recyclables are to be separated but placed next to regular weekly refuse
