The body of Raistlin Ruther, 18, was recovered from the water in Hampton Bays last night about an hour after his kayak was found off the shore of Meschutt Beach in Hampton Bays. He launched his kayak off West Street in South Jamesport around 8 a.m., Riverhead Police said.
